Tulcea the famous fortress Dinogepia(Garvan), Noviodunum(Isaccea), Arrubium(Macin), Troesmis(Turcoaia), Ilida(Slava Rusa), Hamangia(Baia), Salsovia(Mahmudia), Tulcea of Mircea the Old under the Ottoman domination for over 400 years is a territory of agitated and rich history, of high spirituality. Tulcea county has given a lot of personalities such as: the sculptor Alexandru Ciucurencu-corespondent member of the Romanian Academy, the sculptor Ion Jalea-member of the Romanian Academy, the poet Panait Cerna, the poet and prose writer Traian Cosovei, the geographer Constantib Bratescu, the violinist and composer George Georgescu, the drawer Constantin Gavenea, the priest and theolog Calciu Dumitreasa, the mathematician Grigore Moisil-member of the Romanian Academy, the geographer George Munteanu-Murgoci-member of the Romanian Academy, the philologist Oreste Trafali, the composer, folklorist and musicologist Ludovic Paceag, the painter Stavru Tarasov and many other writers, artists, historians,mathematicians, architects and professors.
In the town on the banks of the Danube, on the Isaccea Street no.20, near the alley of the personalities, since 1984 there functions the Public County Library new building, a generous space for a library, having 3500sqm, two floors, an interior garden and a book elevator. The library functions according to the Romanian laws and elaborates and updates the organization and function regulations, the medium and long term strategy. Since 1997 the library functions under the authority of the County Council. On the 29 th of May it was named “Panait Cerna” library.
The schedule is from Monday to Friday, from 9am to 7pm.
At present the library has over 315.000 units, of which about 305.000 books and magazines, 7600 audiovisual documents (cassettes, movies, records, CDs) over 150 CD-ROM in English and Romanian (encyclopaedia, geography, history, art etc), over 6000 digital pictures taken at all sites in Tulcea county, badges with four local personalities (Panait Cerna, Jean Bart, George Munteanu-Murgoci and Constantin Gavenea-colletion which will be improved), illustrated cards and other documents. In 2002 the collection was enriched by a valuable donation from Spain, containing books, magazines, manuscripts and Romanian and Spanish stamps.
The institution organizational structure has suffered significant changes after1990, according to the social changes and the different needs of the clients.
