         Tulcea County, part of Dobrogea, is situated in south east of Romania. The county surface is 8.499 Kmp, representing 3,5% from Romanian territory. The county is divided in 48 small administrative territories, from which Tulcea has a third of the county population, four more cities and 43 communities. The county characteristic is the geo-physical variety .
         3.446 Kmp is represented by the Danube Delta and the Razim-Sinoe lagoon complex. Also, in the county relief can be found the “Dobrogean Horst”, an untypical plateau, where you can find three bio geographical areas: steppe, steppe forests and forest.
        
The archeological discoveries from Tulcea county proves that life exists here 110.000 years now. Important proves of the geto-dacic settlements and roman vestiges have been discovered in the county, Hamangia and Gumelnita cultures

POPULATION

         In Tulcea county lives 256.491 persons, with 4,5% less than the last census in 1992. Between 1996 – 2002 population has decreased with 5429 persons. The county has the lowest density, 30,4 people/kmp, comparing the average of 91 people/kmp in the country, because of the wide water coverage. About 17 minorities lives in harmony for centuries. Their traditions and customs were integrated in the cultural and spiritual life of the region. From the last information, from 2002, we know that 90% of the population are Romanians and 10% others (6,3% Russians, 1,4% Turks and Tartars, 0,9% Gypsies and 0,7% Greeks). From 92.900 working people, 46,3% works in the agriculture. In 2000, the number of active working people was 90.800 and in 2002 achieved 92.900.

ECONOMY
         The unemployment rate grew since 1990 due to the economical evolution in the county. Active working people – retired population rate became subunitary one in 2000 and is unchanged to the date. In 2002 the unemployment rate decreased from 12,3% in 1998 to 9% in 2002. Today, from 9208 unemployment people, women represents 43,3% .
