Background Information

Geographical coordinates

​     The County of Tulcea is located in the east-southeast extremity of Romania, in the central-northern part of Dobruja and by the inflows of the Danube; it has an outlet to the Black Sea (in the east) and borders the Republic of Moldova and Ukraine in the North, being margined by the Counties of Galaţi (NW), Brăila (W) and Constanţa (S); it lies at the intersection of the parallel 45 latitude N with the meridian 29 longitude E. The territory of the county contains the easternmost point of Romania, namely Sulina at 29°41’24” longitude E. The county covers a total area of 8,499 km2, being thus the fourth largest county in the country, after Timiş, Suceava and Caraş-Severin. Out of the total surface of the county, 3,446 km2 represent wetlands, comprising of the Danube Delta and the Razim Sinoe Lagoon Complex.

Relief

​     The relief of Tulcea features two distinct physical-geographical units: a higher one, on the central-western side, combining elements of the oldest relief of the Romanian territory (Măcin Mountains) and the newest land of Europe (the Danube Delta). The higher geographical units are concentrated under three large parallel sub-unities, covering roughly 32% of the county: the northern sub-unity includes the Măcin Mountains, of 476 m maximum altitude (Mount Ţuţuiatu or Greci), the Niculiţel Plateau and the Tulcea Hills; the central sub-unit, stretching between the Danube (in the West) and Lake Razim (in the East), is represented by the Babadag Plateau; the southern sub-unit coincides with the northern compartment of the Casimcea Plateau, founded primarily on Pre-Palaeozoic green schist (often emerging to the surface), covered in Jurassic and Cretaceous deposits. The lowlands, spanning over approximately 62% of the Tulcean territory house the Danube Delta, the Danube meadow, as well as the alluvial plain inshore of Lake Razim.

 

Climate

​     The Climate of Tulcea is typically temperate, with an enhanced continental tendency, displaying warm summers and cold winters – with frequent blizzards and little fallout. The seacoast of the county enjoys a milder climate due to the Black Sea influences.

Hydrography

​     The hydrographical network, with a density of 0.1-0.3 km/km2 (excluding the Danube Delta) is the lowest in the country and is characterised by short water-courses, some tributary to the Danube (Topolog, Cerna etc.), others to the coastal lakes (Taiţa, Teliţa, Slava etc.). The Danube constitutes the main waterway and the most significant source of water in the county. A great many fluvial lakes (Traian Pond, Parcheş-Somova Complex etc.), deltaic lakes (Furtuna, Gorgova, Matiţa-Merhei Complex, Puiu, Lacu Roşu - The Red Lake etc.) represent natural water resources, of piscicultural and touristic consequence.

Fauna

​         The co-existence of a mosaic of ecosystems actuate a varied fauna, represented by multiple species of insects, reptiles (e.g. the Dobrujan tortoise Testudo graeca, the Dobrujan dragon Elaphe quatroliniata, the horned viper Vipera ammodytes, the green lizard Lacerta triliniata), fowl (e.g. prey, passeriform, plover and aquatic birds), mammals (e.g. the wildcat Felis silvestris, the otter Lutra lutra, the wild bore Sus scrofa, the deer Capreus capreolus, the jackal Canis aureus, the wild racoon Myctereus procynoides, the last two recently adapted to the Dobrujan fauna)
            Due to the auspicious conditions developed by the great range of terrestrial and aquatic habitats, as well as the proximity of certain sub-areas of the Palaearctic faunistic region (e.g. Mediterranean, Pontian, Euro-Asian), the D.D.R.B. (Danube Delta Biosphere Reserve) fauna accommodates more than 3.600 species. Invertebrates are best- represented, by more than 3.000 species. The ichtyofauna is also of great variety, comprising of 84 freshwater and marine fish species, along with euryhaline species living in the Black Sea and migrating to the Danube waters for breeding. The D.D.R.B. is renowned for its ornithological fauna, accommodating over 325 species. It is of universal consequence for the nesting of many fowl populations, such as the common and curly pelican and the little black cormorant. Moreover, both in summer and autumn it offers a great halting place for several millions of bird species, particularly ducks and geese, and numerous birds of prey. Throughout the winter season, D.D.R.B. houses large flights of swans and geese, including almost the entire stock of red-necked geese.

Mammals are represented by 28 species, including species of European preservation importance, such as the otter and the European mink. The musk and the wild bore have economic importance for their fur and game respectively.

 

Vegetation

​     Vegetation displays certain regional differences, depending on the general nature of the steppe climate, the hilly geography, the mountainous relief of the Dobrujan horst and the vast aquatic and meadow areas. The steppe region, turned up in proportion of 95%, extending over the eastern and western parts of the county, houses numerous types of green xerophilic areas, differentiated according to the prevailing species. The feather and silk grass meadows, once peculiar to the steppe vegetation, have disappeared altogether. The silvosteppe, cleared over almost 85% of the surface, is now represented by clumps and open woods of downy oaks (Quercus pubescens), brown oaks (Quercus pedunculiflora) alternating with steppe meadows. At average altitudes (150-250m), the short and thick forests of downy oaks, oriental hornbeam (Carpinus orientalis) and manna ash (Fraxinusornus) form the Sub-Mediterranean forest floor are particular to Dobruja. The Balkan forest floor occurs at altitudes above 250 m, comprising primarily of durmast forests (Quercus petraea, Q.dalechampii, Q. polycarpa), abundant in lime (Tilia tomentosa), field maple (Acer campestre) and some thermophilic elements, such as the oriental hornbeam and manna. Regionally, on Luncaviţei Valley, one can encounter beeches (Fagus sylvatica, Fagus taurica). The Danube plain and Delta are known for the poplar (Populus nigra, P. alba) and willow (Salix alba, S. fragilis) forests, which grow on natural levee deposits. A distinct area is formed by the Letea and Caraorman levees of the fluvial-marine Delta, covered in dense forests, called by locals “hasmac”, abounding in brown oaks, downy ashes, white poplars, harbouring a dense layer of undergrowth and plentiful of groundlingsinside (Periploca graeca, Vitis sylvestris, Humulus lupulus etc.). Along the sand dunes and within the depressions they form, which alternate with the hasmac strips, the shrubbery is represented by the rosemary-leaved willow (Salix rosmarinifolia), the common seabuckthorn (Hippophaë rhamnoides), the saltcedar (Tamarix ramosissima) etc. This biotope, similarly to the maritime sands, hosts arenaceous vegetation, featuring Pontic and Sub-Mediterranean elements (Convolvulus persicus, Eryngium maritimum, Ephedra distachya etc.). The reed, which can form floating islands called floatons, represent the preponderant vegetation, characteristic to the scenery of the Danube Delta, in conjunction with the aquatic vegetation, merely represented by the white lotus (Nymphaea alba), the yellow water-lily (Nuphar lutea), the water-soldier (Stratiotes aloides) and the water chestnut (Trapa natans). The willow forests thrive on higher shores, whereas the medium-sized grey willow grows on the lower banks.

Natural Reserves

​     The Tulcean territory is declared to host 32 natural reserves, some of worldwide significance, distinguishing themselves by the landscapes of remarkable ecologic and aesthetic value, inhabited by rare species of plants and animals: the Danube Delta Biosphere Reserve and the Măcin Mountains National Park (the most important protected regions), Cocoş Monastery, Colţanii Mari, Enisala, Mount Consul, Lake Traian, Körum Tarla, Bujorului Hill, Chervant-Priopcea, Călugăru-Iancina, Babadag- Codru Forest, Sarica Hill, Beştepe Hills, Uspenia, Edirlen, Casimcea, Războieni, Peceneaga, Mândreşti Hill, Măgurele, Deniztepe Hill, Carasan - Teke, Ostrovului Valley, Ghiunghiurmez Hill, Valea Oilor (Sheep Valley), Fântâna Mare (The Great Fountain), Muchiile Cernei - Iaila, Mount Secaru, Agighiol Geological Reserve, Beidaud, Mahomencea Valley.

Tulcea County Council and ”Danube Delta” Tulcea Airport announce the launch of the procurement procedure through public selection of state aid offerings for the opening of new air routes from Airport ”Danube Delta” Tulcea

 

The state aid at start-up is granted on the basis of the aid scheme approved by European Commission Decision C (2017) 7511 final - State Aid SA.48345 (2017 / N) - Romania - Training aid scheme for routes from Tulcea Airport

2. Object and duration of the contracts: The object of the contracts to be concluded is the accomplishment by the air carrier of air passenger services on the route / routes for which the state aid is established by the buyer. The contracts will be concluded for a maximum period of 3 (three) years.

 

3. Types of services, quantities and technical specifications: Provision of air passenger services on the route / routes for which state aid is granted at the start of the contract, in the contractual period established with the buyer, Tulcea County Council, and in accordance with the specifications of the Tender Specifications for the bidders. 5. Procedure applied for assignment: A public tender selection procedure will be organized in accordance with the specifications in the Tender Specifications.
 

6. Documentation for bidders: may be issued free of charge on the basis of a written request, accompanied by a copy of the Air Operator Certificate and Operating License, from the Tulcea County Council headquarters starting from 03.12.2018. Also, on the basis of a written request accompanied by a copy of the Air Operator Certificate and Operating License within the validity period, the documentation may be submitted in electronic format by e-mail or by post / courier to the applicant's contact details in the written request. The charges for postal or courier delivery shall be borne by the applicant.

 

7. Submission of tenders:

The tender and annexed documents will be prepared in accordance with the tender specifications and will be presented both in Romanian and English. Bids will be deposited in a sealed envelope, indicating the full name of the applicant in order to prevent any possible confusion. The envelope must be marked: Offer to open new destinations - Destination - Do not open before 15.01.2019, "Procedure for the public selection of tenders for the granting of state aid at start-up for the opening of new air routes from Danube Delta Tulcea Airport: Route name ...
